  According to en.wikipediaHerons, fountain is no a motion machine, if the nozzle of the spout is narrow it may play for several minutes but it eventually will stop. The water coming out of the tube will go higher than the height in any container but the net flow of water is downward .The air pressure between the tow lower containers providing the positive pressure to lift the water. Start the fountain by pouring water into the funnel. Gravity will pull the water down the first tube and into the lower bottle. Increasing the amount of water in the lower bottle will increase the air pressure in that bottle and in the second tube. The lower bottle is, in effect, blowing the air into the upper bottle. This causes the air pressure to increase in the upper bottle, forcing water into the third tube. The water will eventually pour out the top of the third tube and back into the funnel and the cycle will start again. Wow I think I did to big of a paragraph about What HeronŐs fountain does.
